Analyst - TSRA Assessment/System of Systems Interoperability Coordinator
Scope of Code 275 support to be provided includes Submarine Continuous Operational and Maintenance Assessment (SubCOMA), Post-Deployment Maintainability Assessment (PDMA), Combat Systems Assessment (CSA) and System of Systems Interoperability, Mission Area Assessment (SOSIMAA)/TSRA Assessment, Groton STSC CSA/SOSIMAA Assessment, FTA- Maintenance Support (Ships’ Service Electrical), FTA - Maintenance Support (IC) Electrical, Logistics, and On board TSRA/CSA Logistics.
Location/Place of Performance: MARMC – Naval Station Norfolk – Norfolk, VA 23511 (telework opportunities are a possibility)
Job Description/Responsibilities:
- Provide SOSIMAA test coordinator support in support of the Code 275 Branch Manager or the assigned SOSIMAA Test Director.
- Develop and maintain SOSIMAA test plan for each unit scheduled in accordance with NAVSEA 05U and TYCOM instruction.
- Coordinate SOSIMAA scheduling to include SOSIMAA scheduling input to ISIC and TYCOM, coordinate testing dates, coordinate meetings between SOSIMAA Test Coordinator (TC), testing activities, LMA/NSA, Ship's Force, SIIMO AIT OSIC, and other supporting activities.
- Provide test reports for SOSIMAA.
- Conduct testing in support of SOSIMAA to include verifying power, hydraulics, and cooling water required for testing, obtaining TYCOM permission to deviate from approved test plan, and evaluating test results and categorizing deficiencies IAW NAVSEAINST 9093.5
- Conduct arrival and departure briefings. Generate SOSIMAA report within 24 hours of SOSIMAA completion and provide to affected organizations.
- Provide Total Ship Readiness Assessment (TSRA) Assessment Coordinator support for all TSRAs conducted in the Norfolk Area of responsibility (AOR) in support of the Code 275 Branch Manager or the assigned TSRA Assessment Director.
- Develop, generate, revise and maintain a TSRA test plan for each TSRA based on ships current system configuration using approved test procedures, PMS and technical documentation.
- Provide test plan to TYCOM for approval. Provide approved plan to ship and ISIC at pre-brief.
- Coordinate with TYCOM to obtain permission to deviate from approved test plan. Include any testing not completed in completion message with follow-on test date.
- Conduct pre-brief with ships force utilizing approved test plans one month prior to TSRA start. Conduct in-brief at start of TSRA.
- Coordinate with ISIC, Subject Matter Experts (SMEs) and Ships Force for the execution of the TSRA and provide the submarine, ISIC with daily TSRA status reports.
- Coordinate with ISIC, ships force and local PMT to ensure K-MRC maintenance efforts are documented.
- Ensure maintenance efforts are documented and all material issue maintenance actions identified are entered in the ship’s CSMP.
- Conduct TSRA visit out-brief, and provide HM&E, Combat Systems TSRA and draft completion messages. Perform and execute duties as assigned in the test plan.
- Generate TSRA final report to include Executive Summary, Metrics, Completion Report and Completion Messages, Training Report, CSMP review breakdown, CSMP reports (Completed, Corrected, Valid and Invalid), Type Availability Screening Report, Deficiency report, ILS report, Cost Report and Parts Report.
Qualifications/Requirements:
- Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required. Active high-level Security Clearance will be required, and current Security Clearance is desired.
- Target Experience: Minimum of 3 years’ full-time experience in Submarine Forward Electronic Systems Acquisition and Lifecycle Support. Minimum of 3 years of general experience in Navy Program Acquisition and Lifecycle Support to include the following: Navy Systems Requirements, Standards, and Procedures; Navy Program Management; Navy Configuration Management & Data Management.
- Minimum of 5 years full time technical experience in design, installation, test, and/or repair of mechanical, electrical, electronic or mechanical systems/equipment.
- Have the ability to communicate effectively with all levels of military and civilian personnel.
