Human Resource Specialist
Responsibilities:
- Develop and implement a formalized resource management process for F‑35 personnel (civilian and military).
- Perform continuous analysis of manpower plans; recommend efficient utilization of personnel resources.
- Administer and maintain the F‑35 Defense Ready (DR) database; generate weekly, monthly, and quarterly reports.
- Update Navy civil service position data in NAVAIR’s Demand Services Requirements tool; prepare gap analysis reports.
- Maintain and publish organizational charts, recall rosters, and phone lists monthly.
- Support personnel in-processing and out-processing for civilians, military, international partners, and contractors.
- Create and maintain status reports and metrics for onboarding/offboarding; forecast changes and report deviations.
- Draft and maintain standard operating procedures for HR processes; review for accuracy every six months.
- Conduct trend analyses of HR metrics; provide recommendations for process improvements.
Qualifications
- Education: BA/BS in Human Resources, Business Administration, or related discipline.
- Experience: Minimum 5 years performing HR and manpower management duties.
- Clearance: Active SECRET or ability to obtain.
- Strong organizational and communication skills.
- Proficiency in Microsoft Office Suite and HR database systems.
- Ability to manage multiple priorities and maintain confidentiality.
- Experience in federal HR or manpower positions.
- Familiarity with DoD HR regulations and processes.
