ASR International is seeking an experienced Senior Configuration Manager to support the Joint Communications Support Element (JCSE) enterprise infrastructure and Configuration Management (CM) program. The Senior Configuration Manager serves as the lead Configuration Management professional supporting the JCSE enterprise infrastructure. This position provides strategic oversight of Configuration Management processes, CMDB governance, configuration baselines, change management activities, and Configuration Control Board (CCB) operations. The Senior Configuration Manager will serve as ASR's primary Configuration Management point of contact and advisor to Government stakeholders, ensuring compliance with ITSM best practices and configuration management standards throughout the enterprise lifecycle.

Responsibilities:
  • Lead the execution, governance, and continuous improvement of the JCSE Configuration Management program supporting enterprise IT and communications systems.
  • Provide technical leadership, oversight, and mentorship to Configuration Management personnel supporting contract operations.
  • Provide configuration identification, configuration control, configuration status accounting, configuration verification, and configuration audit support for enterprise IT systems.
  • Develop, maintain, and continuously improve the Configuration Management Database (CMDB), ensuring Configuration Items (CIs), relationships, and attributes remain accurate and current.
  • Coordinate, schedule, facilitate, and document Configuration Control Board (CCB) meetings, working groups, and change management reviews.
  • Review, evaluate, track, and report Requests for Change (RFCs), engineering changes, deviations, waivers, and implementation activities.
  • Develop and maintain Configuration Management Plans, Change Management Plans, CCB Charters, Standard Operating Procedures (SOPs), and related governance documentation.
  • Establish and maintain configuration baselines for hardware, software, network infrastructure, and associated documentation.
  • Support Integrated Product Teams (IPTs) and advise stakeholders regarding configuration control processes, prioritization of changes, and implementation planning.
  • Validate configuration changes and ensure all modifications are accurately documented within the CMDB and supporting repositories.
  • Conduct data validation, reconciliation, and CMDB cleansing activities to improve system accuracy and data integrity.
  • Perform configuration verification and audit activities to ensure compliance with established standards, policies, and procedures.
  • Monitor and report configuration status, implementation progress, and audit findings through recurring metrics and management reports.
  • Provide configuration management guidance and training to system administrators, engineers, and end users.
  • Maintain complete traceability of approved changes and support lifecycle management of enterprise infrastructure assets.
  • Prepare monthly status reports, meeting minutes, technical briefings, and executive-level presentations.
  • Collaborate with Government and contractor personnel to support mission readiness and continuous service improvement initiatives.
  • Serve as the lead Configuration Management authority supporting JCSE Configuration Management operations.
  • Provide strategic oversight of CMDB governance, data quality initiatives, and configuration baseline management.
  • Act as the primary liaison between Government leadership, engineering teams, operational stakeholders, and contractor personnel.
  • Provide recommendations regarding configuration risks, change prioritization, implementation strategies, and process improvements.
  • Develop executive-level briefings, metrics, dashboards, and reporting products supporting enterprise Configuration Management decisions.
  • Lead Configuration Verification, Functional Configuration Audit (FCA), and audit remediation activities.
Required Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, Information Systems, Engineering, Business, or a related field.
  • Minimum of eight (8) years of Configuration Management experience supporting enterprise IT, telecommunications, or Department of Defense (DoD) environments; ten (10) or more years preferred.
  • Active Secret security clearance required.  Must be a US citizen.
  • ITIL Foundation certification or equivalent IT Service Management (ITSM) training.
  • Experience developing, implementing, and maintaining Configuration Management processes and CMDB solutions.
  • Experience supporting Configuration Control Boards (CCBs), change management programs, and configuration audits.
  • Demonstrated experience leading Configuration Management teams, programs, or enterprise-wide initiatives.
  • Knowledge of configuration management principles, lifecycle management, and industry best practices.
  • Strong written and verbal communication skills, including the ability to brief Government leadership and technical stakeholders.
  • Experience developing Configuration Management Plans, Change Management Plans, SOPs, and related governance documentation.
Preferred Qualifications:
  • Experience supporting Joint, Air Force, Combatant Command, or other DoD organizations.
  • Experience with ServiceNow or other enterprise ITSM/CMDB platforms.
  • Experience supporting enterprise network, telecommunications, SATCOM, or mission-critical communications environments.
  • PMP, CISSP, ITIL Advanced, or other relevant industry certifications.
  • Experience supporting Functional Configuration Audits (FCA) and Physical Configuration Audits (PCA).
  • Prior experience mentoring or supervising Configuration Management personnel.
