Construction Management Representative (Part-Time)
This role assists in overseeing construction activities for the adaptive reuse and preservation of historic bathhouses, ensuring compliance with National Park Service (NPS) contract requirements, historic preservation standards, and quality assurance protocols. This position offers the opportunity to contribute directly to preserving and revitalizing iconic historic structures in Hot Springs National Park while supporting high-quality, compliant construction outcomes. Some initial remote flexibility may be possible during project ramp-up, to be coordinated with NPS.
Key Responsibilities
- Use NPS-provided ProjectTeam software for submittals, RFIs, correspondence, photo uploads, and document management.
- Serve as an on-site representative supporting the lead full-time CMR in observing and documenting daily construction activities across multiple historic structures in downtown Hot Springs.
- Assist in ensuring the general contractor's Quality Control (QC) Plan is implemented and functioning effectively, while the CM firm provides Quality Assurance (QA) oversight.
- Conduct regular site observations to verify compliance with contract plans, specifications, historic preservation requirements, building codes, accessibility standards, safety regulations (including OSHA), and NPS operational needs.
- Document construction progress, workmanship, deficiencies, safety compliance, and potential issues through daily reports, photographs, deficiency/punch lists, and other records.
- Support review and tracking of submittals, Requests for Information (RFIs), payment requests, certified payrolls, Requests for Equitable Adjustment (REA), modifications, and related correspondence.
- Participate in weekly progress meetings, safety inspections, pre-construction conferences, and other coordination meetings; assist in preparing agendas, minutes, and reports.
- Monitor contractor safety practices, notify of unsafe conditions immediately, and document incidents.
- Coordinate with NPS COR, park staff, contractor, and other stakeholders to minimize disruption to ongoing park operations and visitor access in a busy tourist area.
- Assist in project closeout activities, including verification of as-builts, warranties, punch-list resolution, and compilation of final documentation.
- Maintain professional neutrality; communicate concerns and observations promptly to the COR (not directly to park/region staff or contractor unless directed).
- Perform other QA-related tasks as needed, including payroll/labor interviews, progress payment verification, schedule reviews, and estimating support under back-office guidance.
Required Qualifications
- Experience using construction/project management software (e.g., ProjectTeam, Procore, similar platforms for submittals/RFIs/photos).
- Minimum OSHA 30-hour Construction Safety Training certification (current/valid).
- Demonstrated experience reading, interpreting, and applying construction contract documents, plans, and specifications, particularly in renovation, rehabilitation, or historic preservation projects.
- Strong knowledge of construction practices, including MEP systems, roofing, hazardous materials abatement, accessibility (ADA), building conservation, and quality control/assurance processes.
- Proficiency with Microsoft Office suite (Word, Excel, Teams, Project or equivalent) for reporting, scheduling basics, and documentation.
- Excellent written and verbal communication skills for drafting correspondence, reports, meeting minutes, and documenting issues clearly and professionally.
- Ability to maintain accurate daily/weekly records, logs (submittals, deficiencies, correspondence), and photographic documentation.
- Physical capability to perform on-site duties: walk stairs, kneel/squat, climb ladders/scaffolding, access roofs, enter confined spaces, use Personal Fall Arrest System (PFAS), and work in a construction environment for extended periods.
- Valid driver's license and reliable transportation (site work requires mobility in downtown Hot Springs).
Preferred Qualifications
- Prior experience as a Construction Management Representative (CMR), construction inspector, or similar QA/QC role on federal government projects (e.g., NPS, GSA, or other agency contracts).
- Background in historic building rehabilitation, adaptive reuse, or work in National Park Service / cultural resource projects.
- Familiarity with NPS Division 1 specifications, federal procurement rules (FAR), Davis-Bacon Act payroll compliance, and historic preservation guidelines (e.g., Secretary of the Interior's Standards).
- Experience with Primavera P6 or Microsoft Project for schedule review/analysis.
- Knowledge of cost estimating, negotiating change orders, or time impact analyses.
- Relevant certifications such as ICC certifications, LEED, or historic preservation-related training.
Additional Requirements
- Must pass background check and obtain any required NPS site access credentials.
- Availability for the projected duration, with flexibility for potential extensions or option periods.
- No conflicts of interest with the construction contractor or related parties.
- Commitment to ethical standards; maintain identification as a contractor (non-government employee).
- Provide own PPE (hard hat, safety vest, glasses, hearing protection, etc.), with some visitor PPE supplied on site.
