ASR International is seeking an experienced IT Asset Manager (ITAM) / DPAS Specialist (Defense Priorities and Allocations System) to support the Joint Communications Support Element (JCSE) Information Technology Asset Management Program. The successful candidate will be responsible for maintaining accountability, visibility, and lifecycle management of IT assets supporting a global Department of Defense (DoD) communications enterprise. This position plays a critical role in ensuring accurate asset tracking, property accountability, inventory management, and compliance with established Government policies and procedures using the Defense Property Accountability System.

The ITAM / DPAS Specialist will work closely with Government Property Administrators, Equipment Custodians, Configuration Managers, logistics personnel, and operational stakeholders to support equipment accountability, inventory management, asset disposition, and enterprise asset management processes.

Responsibilities:
  • Provide Information Technology Asset Management (ITAM) support to maintain accountability and accuracy of Government-owned assets within the Defense Property Accountability System (DPAS).
  • Perform asset additions, updates, transfers, moves, changes, and deletions within DPAS.
  • Maintain accurate asset records and ensure compliance with applicable Government property accountability requirements.
  • Develop and maintain asset management processes, procedures, workflows, and documentation supporting the JCSE ITAM Program.
  • Coordinate with Equipment Custodians (ECs), Property Administrators (PAs), and Government stakeholders to ensure proper accountability and tracking of assigned assets.
  • Support initial, annual, and floor-to-book inventories of accountable IT assets and equipment.
  • Conduct physical inventory audits and reconcile discrepancies between physical inventories and DPAS records.
  • Prepare inventory discrepancy reports and corrective action recommendations for Government review.
  • Support shipping, receiving, staging, storage, issuance, transfer, and disposition of IT assets.
  • Assign equipment to custodians and assist with issuing hand receipts and accountability documentation.
  • Support Physical Configuration Audits (PCAs) and validate asset records against enterprise inventory repositories.
  • Investigate and document asset discrepancies and assist with Financial Liability Investigations for Property Loss (FLIPL) when required.
  • Coordinate with Configuration Management personnel to ensure proper alignment between asset records and Configuration Items (CIs).
  • Develop and deliver annual refresher training for Equipment Custodians and asset accountability personnel.
  • Prepare monthly status reports, inventory metrics, asset accountability reports, and supporting documentation.
  • Collaborate with Government and contractor personnel to support mission readiness and continuous improvement initiatives.
Required Qualifications:
  • Bachelor's degree in Business Administration, Logistics, Supply Chain Management, Information Technology, or a related field.
  • Minimum of four (4) years of experience supporting DoD logistics, IT asset management, property accountability, or related asset management programs.
  • Minimum of two (2) years of direct, hands-on experience utilizing the Defense Property Accountability System (DPAS).
  • Active Secret security clearance required.  Must be a US citizen.
  • Experience performing asset inventories, asset accountability, property management, and lifecycle asset tracking activities.
  • Experience maintaining asset data, conducting reconciliations, and resolving inventory discrepancies.
  • Knowledge of Government property accountability principles and inventory management best practices.
  • Strong organizational and analytical skills with the ability to manage large inventories and detailed asset records.
  • Experience developing reports, metrics, and documentation related to asset management activities.
  • Excellent written, verbal, and interpersonal communication skills.
Preferred Qualifications:
  • Experience supporting Joint, Air Force, Combatant Command, or other DoD organizations.
  • Experience supporting large-scale enterprise IT asset management programs.
  • Experience conducting Physical Configuration Audits (PCAs), inventory audits, or compliance reviews.
  • Experience supporting warehousing, logistics operations, shipping, receiving, and equipment accountability functions.
  • Familiarity with ITIL, IT Service Management (ITSM), or Configuration Management principles.
  • Experience coordinating closely with Configuration Management and logistics teams within an enterprise IT environment.
  • DAWIA, Certified Professional Property Specialist (CPPS), Certified Property Manager (CPM), or similar logistics/property management certifications.
