Analyst - Post-Deployment Maintainability Assessment (PDMA)
Scope of Code 275 support to be provided includes Submarine Continuous Operational and Maintenance Assessment (SubCOMA), Post-Deployment Maintainability Assessment (PDMA), Combat Systems Assessment (CSA) and System of Systems Interoperability, Mission Area Assessment (SOSIMAA)/TSRA Assessment, Groton STSC CSA/SOSIMAA Assessment, FTA- Maintenance Support (Ships’ Service Electrical), FTA - Maintenance Support (IC) Electrical, Logistics, and On board TSRA/CSA Logistics.
Location/Place of Performance: MARMC – Naval Station Norfolk – Norfolk, VA 23511 (telework opportunities are a possibility)
Job Description/Responsibilities:
- Assess ability of Ship’s Force to support and maintain forward, electronic/combat systems, utilized in five work centers (WQ01, WF01, NE01, OC01,OC02) and in some cases the HM&E Systems/Equipment based on recent Pre-Overseas Movement (POM) and deployment periods. Utilizes SubCOMA protocol to evaluate a specific platform‘s ability to perform O-level preventive and corrective maintenance. Target potentially mission-limiting trouble areas for further investigation and validation of “Root Cause” and potential solutions.
- Assess ability of Ship’s Force to perform organizational-level (O-level) preventive and corrective maintenance, troubleshoot, perform fault isolation/identification, and repair/restoration of maintenance problems and discrepancies.
- Prepare and review the PDMA Assessment package for each VA Class and 688 Class submarines in accordance with developed schedule. PDMAs may occasionally be conducted on SSBNs or SSGNs. The PDMA package is comprised of 6 parts; PDMA In-brief, PDMA Out-brief, PDMA Focus Areas, 3MC 2-Kilo Health Report, PMS 401 Questionnaire, and PMS 425 Questionnaire.
- Conduct an on-hull assessment post-deployment to assess ship’s force ability. Include face-to-face interviews with ships force (S/F) maintainers and leadership. The onboard portion of the PDMA normally lasts two 2.5 to 3 days and shall include in-brief, interviews with Ship’s leadership and work center supervisors and one-on-one interviews with ship’s maintainers.
- Provide a “data driven” PDMA Maintainability Report (MR) to S/F and Submarine Leadership with recommendations to support the resolution of maintainability problems. Develop formal Maintainability Report (MR) to be issued no later than 60 days following PDMA visit.
- Ensure all findings, analysis and recommendations are entered in the PDMA online worksheet (currently Fleet Technical Support (FTS) database).
- The primary customers are Fleet Submarines, ISICS, TYCOMS and other key stakeholders.
- Provide training and support to other organizations identified in the chart below, on the conduct of PDMA and the collection and utilization of metrics obtained.
Qualifications/Requirements:
- Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required. Active high-level Security Clearance will be required, and current Security Clearance is desired.
- Target Experience: Minimum of 3 years’ full-time experience in Submarine Forward Electronic Systems Acquisition and Lifecycle Support. Minimum of 3 years of general experience in Navy Program Acquisition and Lifecycle Support to include the following: Navy Systems Requirements, Standards, and Procedures; Navy Program Management; Navy Configuration Management & Data Management.
- Have the ability to communicate effectively with all levels of military and civilian personnel.
