Financial Analyst III - Technical Lead
Position Overview:
ASR International Corp. has an opportunity for a Financial Analyst III/Technical Lead position at Naval Base Coronado in support of Commander Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC; CNSP) to provide Financial Administration and Management Support Services (FAMSS).The Comptroller of CNSP has the responsibility for the oversight, analysis, execution and overall management of the CNSP operating forces and shore activities financial resources for the current and five prior fiscal years. Financial administration and management, which includes analysis, research, reconciliation, auditing, maintenance and update of financial records, are the primary focus of this effort.
The Financial Analyst III/Technical Lead will perform financial administration and management support services for Accounting Office Code N00F2, Commander Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) and to the operational command of Commander, U.S. Pacific Fleet (COMPACFLT) to include data collection and tracking, analysis, and execution of the CNSP operating forces and shore activities’ financial resources for the current and five prior fiscal years ensuring compliance with current policies and regulations.

Job Description/Responsibilities:
- Perform Lead Analyst functions – responsible for the performance of the work and shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
- Plan, direct, coordinate and analyze accounting and other financial activities of a branch, office or department of establishment ensuring the efficient and skilled use of resources.
- Recommend alternative methods of funding to meet financial program objectives.
- Generating Budget OPTAR Report (BOR) and Financial Transmittal (TL) report and other monthly financial reports in accordance with CNSP guidance.
- Data collection and tracking, analysis, and execution of the CNSP operating forces and shore activities’ financial resources and monitoring the execution of the CNSP budget for the current and five prior fiscal years ensuring compliance with current policies and regulations.
- Specific overarching tasks include Operating Target (OPTAR) Transmittal Letter (TL); Budget OPTAR Report (BOR); Difference Listing (DL); Informal Obligation Validation Review (I-OVR); Interface error reports; Invoices On hold/Suspended and Rejected; Unmatched Disbursement (UMD); Dormant Account Review – Quarterly (DAR-Q)/Budget Execution Validation Review; Financial Analysis and Reconciliation; Invoice Review and Validation; Incoming Reimbursable Management; 5.12 Financial Improvement Plan and Audit Readiness (FIAR); and Customer Service.
- Abide by all applicable regulations, publications, manuals, and local policies and procedures to include the following: DOD Financial Management Regulation, COMNAVSURFPAC Annual Comptroller Financial Guidance, Budget Execution Validation Guidance, and I-OVR SOP and Guidance.
Qualifications/Skills/Experience/Education:
- Education: Bachelor’s Degree (no specific discipline)
- Recent (within the last 5 years) experience as a Financial Manager.
- Recent Navy shipboard Financial management experience including experience as OPTAR Financial Records keeper.
- Familiarity with Government-wide Commercial Purchase Card Program (GCPC) Approving Official (AO) and GCPC Cardholder regulations and processes.
- Experience (at least 6 months) utilizing RSUPPLY, One Touch Supply (OTS) and other relevant Supply and Logistics systems and programs documenting familiarity with Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP).
- Experience processing monthly Obligation Validation Report (OVR), formerly referred to as Unfilled Order Listing (UOL), and Difference Listings (DL) designed to emulate the Summary Filled Order/Expenditure Difference Listing (SFOEDL).
- Two years of SABRS experience.
- Must be a U.S. Citizen and possess and maintain “Secret” level security clearance throughout the contract.
