Title: Construction Management Representative
Clearance: Ability to successfully clear background checks
Scope: Construction Management for various Rehabilitation Projects at Yellowstone National Park
Duties/responsibilities include:- Observe and document the work of Construction Contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes, and safety standards. Complete a Daily Report for each day of on-site construction activities. At end of each week, upload reports to the CM software program
- In addition to the daily reports described above, provide a brief email at the end of each day when construction took place summarizing the day’s work. Include a minimum of three photos with the daily email.
- Take appropriate photographs and include them in the daily logs with legends, dimension notes, and descriptions of what the photograph entails. Ensure appropriate photographs are taken of items that will not be seen later, such as re-installation of wood siding, replacement of roof tiles, window installation and repair, etc. Provide descriptive names for the photographs.
- Monitor Construction Contractor compliance with Accident Prevention Plans (APP) and applicable safety requirements. Document safety issues on CMR Daily Log.
- Review and verify Construction Contractor’s project record drawings are updated to reflect changes on a weekly basis, document the review in progress meeting notes.
- Architect/Engineer (A/E) Inspections: Coordinate critical point, special, beneficial and finals inspections by design staff or other inspectors wo construction work can be reviewed in a timely and efficient manner. Facilitate, and draft notes from the AE’s inspection, review the AE’s deficiency list for completeness and accuracy.
- It is the responsibility of the CMR to coordinate with the construction contractor and maintain an active deficiency list throughout the period of performance of the construction contract.
- Arrange, attend, and facilitate a variety of meetings including, but not limited to, weekly progress meetings on-line and/or on-site, internal meeting
- Attend construction contractor-led weekly and/or monthly safety meetings.
- The CMR will be responsible for facilitating and documenting notes from the progress meetings.
- During Seasonal (or other) work stoppages, Contruction Management may be provided remotely
Qualifications, Experience, and Position Requirements:- Technological knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the Project Team software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
- Physical abilities: Ability to stand, stoop, kneel, bend, walk or climb daily to observe contract performance for prolonged periods of time. Must be able to physically operate a motor vehicle without danger to self or to others. Work outside the office involving strenuous activity and exposure to the elements for up to 10 hours per day, with weather varying from extreme heat to extreme cold and walking over rough, uneven surfaces.
- Technical knowledge and abilities such as:
a. Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
b. Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
c. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training, knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
d. The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for
