Administrative Support Specialist

Position Overview:
ASR International Corp. has an opportunity for an Administrative Support Specialist position at Naval Base Kitsap (Bremerton, WA) in support of Naval Facilities Engineering Systems Command (NAVFAC) NW Facilities Engineering and Acquisition Division (FEAD) and the FEAD Director.  This position will provide administrative support services of construction contracts overseen by NAVFAC NW and the FEAD Director. The Administrative Support Specialist is responsible for the handling of preconstruction and post-construction phase documents generated during the execution of the project at the FEAD. The Administrative Support Specialist represents the interests of the project and of NAVFAC NW in its dealings with other construction professionals, and with other private and public entities.

Duties/Responsibilities and Tasks include:
  • Generate a variety of documents from draft to final version using a personal computer. These documents require the production of memorandum, reports, forms, spreadsheets and similar material and require proofreading for grammatical and spelling errors.
  • Prepare routine draft official correspondence letters for routing to Government representative’s approval.
  • Provide and review data input in various systems (eCMS, Oracle Primavera, ieFACMAN, etc.) for the tracking and monitoring of project performance. Prepare metrics and analyze project data to identify areas requiring additional attention by the Government representative.
  • Receive, log, review, and recommend for approval to the Government representative all contractor badging and access request for various projects assigned at the FEAD.
  • Maintain incoming/outgoing correspondence log, access request, outage request, and other trackers for projects at the FEAD. Review of documents for internal consistency and confirmation and track that authorizations have been obtained.
  • Develop, maintain, and update hardcopy file folders for assigned projects including the filing and copying of documents.
  • Research and retrieve departmental performance data for reports and briefings.
  • Monitor and report on FEC conformance with program guidance (NAVFAC’s Business Management System process, NAVFAC Corporate and NAVFAC Pacific Instructions).
  • Monitor sources of government program guidance and communicate changes in a timely manner to management.
  • Assist FEAD with programming, analysis, and evaluation of program plans and execution and identifying actual or potential problem areas.
  • Assist in the maintaining project change orders logs and provide funding tracking updates. Assist in conducting market research or data collection to assist in cost estimates.
  • Ability to effectively communicate verbally via Telephone and correspond through email with different NAVFAC Departments.
  • Preparing all submittals/deliverables using a PC computer using software compatible with
    existing NAVFAC software (i.e. MS PowerPoint, MS Word, MS Excel, etc.)
  • Using initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring knowledge of construction documents and records management procedures.
  • Researching and retrieving departmental performance data and providing the data as reference
    material when generating reports and briefings.  Generating reports and graphs that depict program performance metrics at a regularity determined by the Government.
Qualifications and Requirements include:
  • Possess a Bachelor’s degree (in any field) required.  Business degree preferred.
  • Have demonstrated the ability to communicate effectively in English both orally and in writing and experience in preparing correspondence, written reports, and in briefing management personnel.
  • Have demonstrated basic knowledge of computer application. Must be computer literate and comfortable with performing all daily tasks through interactions in computer-based programs including but not limited to MS 365 (Word, Excel, Access, Project, PowerPoint, and Visio), MS Projects, and Tableau. Knowledge of NAVFAC specific applications including eCMS, COGNOS, CFMS, SPS, WAWF, ieFACMAN, MAXIMO, etc. is desirable.
  • Ability to read, write and speak fluent English in order to report on progress and outcome of technical assignments and to present recommendations to government personnel.
  • Capable of professionally communicating (orally and in writing) requirements and positions, and be capable of engaging at multiple levels of authority to obtain decisive action from involved parties, including the construction contractor, supported US Navy Commands, and other US Government Agencies. Must understand that recommendations will be strongly considered in forming the basis for final action by field office leadership and Government employees.
  • Knowledge of construction practices and methods and construction management skills is desirable.
  • Have demonstrated knowledge of NAVFAC’s facility management organization. Have demonstrated knowledge and experience with the NAVFAC financial management system (or similar financial management system) is desirable.
  • Have demonstrated the ability to utilize when necessary, Construction management/construction contractor software to perform the duties set forth above to facilitate data entry and data call requirements.
  • Possess a current, valid driver’s license issued by a US state or territory.
  • Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).
