Overview:
ASR International Corporation is seeking qualified individuals for a Program/Management Analyst position to support the USCG Liaison Office (CGLO) in managing aviation training programs. This position is located at Naval Air Station (NAS) Pensacola, FL, and supports the USCG's Force Readiness Command (FORCECOM) with operations extending to NAS Pensacola, NAS Whiting Field (FL), NAS Corpus Christi (TX), and Ft. Novosel (AL). The role is centered on managing an intensive aviation training program for Coast Guard candidates, ensuring safe progression through training phases.
This is a full-time 8 hours per day (including a 30-minute lunch break), up to 40 hours per week, Monday through Friday position focused on non-personal services. ASR is seeking proposed personnel who meet the qualifications outlined below. All submissions must demonstrate compliance with security, privacy, and conduct requirements.
Position Description
Training/Program Analyst (Primary Role):
The analyst will serve as the primary liaison for the Coast Guard Aviation Primary Program (CGAPP), handling introductory, primary, rotary, and fixed-wing training. Key responsibilities include:- Planning, developing, and conducting liaison support for CGAPP programs.
- Utilizing mathematical and statistical analysis to identify training issues, delays, and resource needs; directing program studies with fiscal implications; collaborating with Naval Aviation Schools Command (NASC) and Chief of Naval Air Training (CNATRA); and evaluating/improving processes.
- Overseeing training databases such as the Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP); analyzing trends; managing student progress reporting; conducting performance evaluations; and adjusting syllabi as needed.
- Acting as the Student Control Lead for NAS Pensacola and Whiting Field; serving as the direct contact for student control; coordinating with training squadrons; resolving conflicts; providing technical guidance on policies; reviewing Aviation Training Jackets (ATJs); and monitoring compliance.
- Managing student progress monitoring for pre-, primary-, and advanced-training students; aligning with production goals; monitoring check-ins; maintaining rosters; overseeing student flow; and providing mentoring and counseling.
- Handling performance management, including accountability, professional development, addressing issues, and making independent recommendations.
- Providing input for Officer Evaluation Reports (OERs) and Enlisted Evaluation Reports (EERs).
- Applying relevant directives and overseeing documentation.
Required Skills and Knowledge:- Bachelor's degree plus at least 1 year of relevant experience in aviation training or program management.
- Knowledge of CNATRAINST 1500.4, CGAPP, and TSHARP.
- Strong analytical and statistical skills.
- Understanding of program management principles.
- Effective communication skills.
- Ability to work independently.
Management Controls and Personal Contacts:- Generate and prioritize work; initiate actions for long-range planning; and execute tasks independently, with reviews focused on objectives.
- Exercise authority in daily operations and report policy issues to CGLO.
- Maintain internal contacts (e.g., 23d Flying Training Squadron (FTS), NASC, Training Wing (TRAWING) FOUR/FIVE, instructors, and students) and external contacts (e.g., FORCECOM, Office of Personnel Management (OPM), CG-711, and USCG Aviation Training Center Mobile).
- Purpose of contacts: Participate in meetings, briefings, and site visits to coordinate CGAPP activities.
Estimated Workload Data:- Full-time commitment: 8 hours per day (including a 30-minute lunch break), up to 40 hours per week, Monday through Friday.
- Telework is authorized.
- Scheduled absences must be coordinated at least 15 days in advance with the vendor supervisor and government representative.
- Identification and Conduct: Personnel must wear ID badges at all times; comply with government rules (e.g., safety, security, prohibition of weapons); maintain a professional appearance; and avoid any actions that discredit the U.S. or Department of Homeland Security (DHS).
- Removal: The government reserves the right to remove employees for misconduct or security concerns; the contractor must continue performance without interruption.
- Privacy and Sensitive Information: Protect Personally Identifiable Information (PII), Sensitive Personally Identifiable Information (SPII), and Controlled Unclassified Information (CUI). ASR personnel must sign DHS Non-Disclosure Agreement (Form 11000-6) within 2 days of start. Implement secure storage, report breaches immediately, and develop mitigation measures. Reference DHS Class Deviation 15-01.
Security:- Position is designated Low Risk/Non-Sensitive (Tier 1), requiring completion of Standard Form 85 (SF85).
- No access to classified information.
- Requires Mission Partner Identity, Credential and Access Management (MP ICAM) for Common Access Card (CAC) issuance, following a favorable Tier 1 investigation.
- Prepare for SF85 background checks and FBI fingerprints.
Personnel Qualifications and Selection:- Bachelor's degree and at least 1 year of relevant experience in aviation training or program management.
- Highlight expertise in CNATRA/NATRACOM policies, CGAPP, TSHARP/NIPDR databases, statistical analysis, and liaison roles.
- Emphasize independent problem-solving, analytical skills (qualitative and quantitative), and communication abilities for recommendations and reports.
- Ensure resumes align with skills in Section 2.1 (e.g., knowledge of directives and budgeting tools).
- Work closely with CGLO during the selection process.
Compliance and Security:- Address Low Risk/Tier 1 security requirements in proposals.
- Detail procedures for handling PII/CUI, including NDAs, secure storage, and breach reporting/mitigation.
- Affirm full supervision of employees by the contractor, avoiding any implication of government control.
- Plan for ID badges, professional standards, and removal processes.
