ASR International Corporation has an exciting opportunity for a Program Manager position working as part of our team providing technical support for the Mid-Atlantic Regional Maintenance Center (MARMC) Code 275 Submarine Hull Mechanical and Electrical (HM&E) Systems and Submarine Assessment Support. Scope of Code 275 support to be provided includes Submarine Continuous Operational and Maintenance Assessment (SubCOMA), Post-Deployment Maintainability Assessment (PDMA), Combat Systems Assessment (CSA) and System of Systems Interoperability, Mission Area Assessment (SOSIMAA)/TSRA Assessment, Groton STSC CSA/SOSIMAA Assessment, FTA- Maintenance Support (Ships’ Service Electrical), FTA - Maintenance Support (IC) Electrical, Logistics, and On board TSRA/CSA Logistics.Location/Place of Performance: MARMC – Naval Station Norfolk – Norfolk, VA 23511 (telework opportunities are a possibility)Job Description/Responsibilities:
- Provide program management and administrative support to MARMC.
- Utilize expert communication skills to direct skilled technical resources, report on technical progress, issues, and problem areas, and write/review technical documents.
- Serve as the contracting company’s main point of contact with the Contracting Officer (KO), the Contracting Officer's Representative (COR), the Government Program Manager, the Contractor's senior management, and subcontractors.
- Supervises all contractor company employees and is responsible for the performance of their tasks. Ensure Contractor employees understand and abide by the local activity’s established rules, regulations, and policies concerning safety and security.
- Reports to the KO and COR that all work is performed according to contractual requirements and performance standards.
- Reports to the KO and COR that regular feedback on performance is provided to the Government on all areas of contract performance.
- Reports to the KO and COR that all personnel involved in providing or supporting services under the contract meet requirements established by the Task Order, including security clearance requirements.
- Reports to the KO and COR that appropriate controls to prevent and detect cases of employee fraud or malfeasance and appropriate security personnel to determine required actions.
- Reports to the KO or COR appropriately for Key Personnel turnover. Ensure that replacements are identified, proposed, and replaced in a timely manner.
- Ensure Contractor employees know their management chain and adhere to company policies.
Qualifications/Requirements:
- Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required. Active high-level Security Clearance will be required, and current Security Clearance is desired.
- Target Experience: Minimum of 10 years’ full-time experience in the management of technical projects involving submarine electronics systems and equipment. Minimum of 8 years’ full time experience in the supervision of technical personnel engaged in work involving submarine electronics systems and equipment.
- Have the ability to communicate effectively with all levels of military and civilian personnel. Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
