Position Title: Construction Management Representative (CMR)
  • Location: Vincennes, IN (Full-time on-site at George Rogers Clark National Historic Park)
  • Project: Rehabilitate Lincoln Memorial Bridge (PMIS # GERO 289951) Duration: Approximately 600 calendar days, with base construction anticipated to complete by June 30, 2027; potential extensions up to six months based on project needs.

We are seeking a dedicated CMR to support a high-profile rehabilitation project at a National Historic Landmark, ensuring quality assurance, minimal visitor disruption, and preservation of cultural resources.
    Job Summary
    As the on-site Construction Management Representative (CMR), you will provide essential oversight and technical support to the NPS Contracting Officer's Representative (COR) during the rehabilitation of the Lincoln Memorial Bridge approach. This role involves observing daily construction activities, ensuring contractor compliance with plans and specifications, and coordinating with park staff to minimize impacts on ongoing operations. You will act as the government's Quality Assurance representative, focusing on documentation, safety, and progress tracking, while the general contractor handles Quality Control. This is a hands-on, field-based position requiring strong technical expertise in historic restoration and construction management.
    Key Responsibilities
  • Communications:
    • Communicate concerns or discrepancies observed on-site solely to the Denver Service Center (DSC) and the ASR Project Manager not to park/region staff or the contractor.
    • Promptly notify the COR and the ASR Project Manager of any problems or issues; maintain professional, neutral communication.
    • Draft project-related correspondence for ASR Peer Review and NPS Eeview and issuance.
    • Participate in conference calls and provide information to resolve disputes with the construction contractor.
    • Upload all required documents (e.g., reports, photos) to the NPS ProjectTeam software within one week, excluding sensitive items like government cost estimates or PII.
    • Deliver reports, reviews, and evaluations to the NPS Contracting Officer (CO) or their designed Representative within one week unless otherwise specified.
  • Meetings:
    • Arrange, attend, and facilitate weekly progress meetings (on-site or online), internal government meetings, and negotiations as needed.
    • Attend contractor-led weekly/monthly safety meetings.
    • Document and distribute meeting notes within 1 business day.
  • Observation and Documentation of Construction Progress:
    • Observe and document contractor work for progress, workmanship, quality, and conformance to contract documents, building codes, and safety standards.
    • Complete daily reports for each day of on-site activities and upload them to ProjectTeam by the next day.
    • Take and annotate photographs (minimum 20 per week, 1600x1200 resolution, JPEG format) to document progress, issues, and hidden elements; include in daily logs.
    • Monitor compliance with the Construction Contractor's Accident Prevention Plans (APP) and safety requirements; document issues in daily logs.
    • Perform surveys of construction quantities.
    • Weekly review and verify construction contractor's project record drawings for updates; document in meeting notes and before monthly payments.
    • Upon substantial completion, facilitate inspections, review deficiency lists for accuracy, and prepare cost estimates for each deficiency item.
    • Coordinate and attend 3rd-party special inspections; report and upload results to ProjectTeam.
    • Coordinate critical, special, beneficial, and final inspections with design staff or inspectors
  • Administrative Documentation:
    • Review and verify completeness/accuracy of contractor submittals (Division 01 and technical); track via Submittal Tracking Log and reject incomplete packages.
    • Monthly review baseline/progress schedules; prepare DSC Baseline Schedule Review Checklist and Schedule Update Log.
    • Review and log Requests for Information (RFIs); assist in resolution, draft responses, and track to completion.
    • Compare construction contractor's Quality Control (CQC) Daily Reports to your own; notify COR of discrepancies.
    • Review O&M manuals, warranties, and closeout documents for compliance.
    • Assist in managing contract changes/disputes: Draft scoping documents (with specs, sketches, photos), prepare government cost estimates, review proposals/claims, draft proposal analyses, pre-negotiation objectives, and negotiation records.
  • Required Qualifications
  • BS in Engineering or Construction Management and/or 8 years as a Construction Quality Control Manager or Construction Manager.
  • Historical construction and renovation project experience. 
  • Technological Knowledge: Proficiency in using PCs, internet, MS Teams (for meetings, calls, screen sharing), Word, Excel, Adobe PDF, MS Project, and construction management software (e.g., ProjectTeam for submittals, RFIs, workflows).
  • Physical Abilities: Ability to walk and climb daily to observe contract performance.
  • Technical Knowledge:
    • Ability to read, interpret, and understand construction contracts, plans, and specifications.
    • Prior experience/knowledge in: Restoration/rehabilitation of National Historic Landmarks; projects involving cranes/lifting; NPS Workflows and construction activities.
    • Completed OSHA 30-hour construction safety training (or obtainable within 90 days).
    • Demonstrated knowledge of construction management practices, building codes, safety regulations; ability to facilitate inspections, pre-inspections, mock-ups, and post-inspections.
    • Ability to evaluate cost estimates/proposals broken down by labor, materials, equipment, overhead, profit; document scope changes; understand negotiations; interpret schedules for progress; evaluate payment requests.
  • Other Requirements: No conflicts of interest (e.g., family ties or stock in associated firms); maintain ethical practices per FAR Part 3; identify as a "Contractor" (non-government employee) accountable to DSC. Limitations: No authority to accept/reject work, authorize changes, or obligate the government.
  • Preferred Experience
  • Previous work on historic preservation projects, bridge rehabilitation, or NPS/federal contracts.
  • Familiarity with granite/masonry restoration, accessibility improvements, and landscape rehabilitation and historical structural renovations.
