Position Overview ASR International is actively recruiting Senior Management Analysts to support a new GSA Multiple Award Schedule Task Order for the Federal Emergency Management Agency (FEMA), National Preparedness Directorate, National Training and Education Division (NTED). This critical role will deliver managerial, administrative, analytical, and consultative services in support of the Training Partners Program (TPP).
You will assist with high-impact tasks including the review of all-hazards curricula, audits of training delivery, and the conduct of Review Boards for training sponsored by the U.S. Department of Homeland Security (DHS). This is a long-term opportunity (1 base year + 4 option years) with multiple openings available under the Labor CLIN.
Key Responsibilities
- Conduct management analysis, data collection, performance evaluation, and trend analysis to support NTED program objectives and decision-making.
- Provide senior-level support for the review and quality assurance of all-hazards training curricula and related materials.
- Assist in the audit of training delivery and preparation of findings, reports, and recommendations for NTED Review Boards.
- Develop actionable reports, briefings, process improvement recommendations, and documentation to enhance program efficiency and compliance.
- Support program management activities, stakeholder coordination, logistical planning, and administrative functions across multiple training partners.
- Analyze data using Microsoft Office tools (Excel, Word, PowerPoint) and contribute to product development and technical assistance efforts.
- Ensure all deliverables meet federal standards and align with the Quality Assurance Surveillance Plan (QASP).
Required Qualifications
- Bachelor’s Degree in Business Administration, Public Administration, Emergency Management, Education, or a closely related field.
- Minimum of 4 years of relevant professional experience in management analysis, program support, consulting, or similar roles (exact minimum listed in the solicitation Price Schedule).
- Strong analytical, written, and verbal communication skills with demonstrated ability to prepare professional reports and briefings.
- Proficiency in Microsoft Office Suite (advanced Excel, Word, PowerPoint).
- U.S. Citizenship required.
- Ability to obtain and maintain any required security clearance (Public Trust level typical for this contract).
Preferred Qualifications
- Master’s Degree or additional certifications (e.g., PMP, Lean Six Sigma).
- Prior experience supporting DHS/FEMA programs, training evaluation, curriculum development, or emergency management initiatives.
- Familiarity with federal acquisition processes, GSA schedules, or performance-based contracting.
