Program Manager
Responsibilities:
- Assist in developing complete facility programming packages. Establish mission-critical infrastructure requirements, evaluate cost-effective solutions, and coordinate approval processes for military construction, O&M, MFH, NAF, and energy conservation initiatives.
- Conduct feasibility studies and economic analyses to evaluate renovation, modification, or new construction. Prepare programming documentation including DD Forms, cost estimates (IGCE), and justification materials for submission to higher command or Congress.
- Collaborate with multidisciplinary teams—engineers, architects, planners, tenant representatives, contractors (e.g., USACE), and other federal agencies. Participate in installation facility board briefings and provide regular updates to leadership.
- Lead site/facility surveys, assess technical soundness, ensure environmental and regulatory compliance, and validate compatibility with land use plans and architectural standards.
- Utilize CADD, PACES, RSMeans, and other government-approved software to create reliable estimates and design documents. Stay abreast of emerging tools and technologies.
- Ensure all programming and development activities are compliant with DoD, federal, state, and local environmental, health, and safety regulations.
Qualifications:
- Bachelor of Science in Engineering, Architecture, or Construction Management (ABET-accredited).
- Minimum of 4 years of experience in Department of Defense (DoD) programming, project development, or cost estimating within the past 10 years.
- Experience with Air Force project documentation and systems preferred.
- Strong understanding of federal project funding, programming standards, and lifecycle cost estimating
- Familiarity with WMGT 423 and WENG 400 courses (or willingness to complete upon hire)
- Strong analytical, communication, and project planning skills.
- Willing to complete mandatory Air Force courses
- U.S. citizen and ability to obtain a base clearance.
