Patient Safety Specialist
The Chief of Air Force Patient Safety has responsibility within the Air Force Medical Service (AFMS) for managing the AF PSP. The Chief of Air Force Patient Safety requires Contractor expertise and assistance from the Patient Safety Specialist in accomplishing the PSP objectives within Air Force Medical Command (AFMEDCOM), AF Major Commands (MAJCOM) and Military Treatment Facilities (MTFs). The Patient Safety Specialist will support the AFMS' commitment to deliver quality, evidence-based, safe care remains a top priority and key pillar for operational readiness by sustaining a safety culture throughout the enterprise resulting in the AFMS becoming a Trusted Care/High Reliability Organization (HRO).

Job Description/Responsibilities:
- Serve as the patient safety experts in the operational environment under the direction of AFMEDCOM Operational Quality and Patient Safety. Primary duties and responsibilities include the execution of project management, program integration, administrative, clinical, educational, process improvement, and research components duties as they relate to executing a comprehensive PSP in the operational environment.
- Provide oversight and support to the MTF PSPC for the establishment and operation of the AFMS PSP. Assist the MTFs on their organization-wide processes to reduce the risks of preventable medical events by conducting Proactive Risk Assessment (PRA) and Process Improvement (PI) activities.
- Conduct an appropriate event analysis (typically a Root Cause Analysis (RCA) or similar methodology) on patient safety events to identify causal factors and recommend action items to correct or improve processes and systems, decreasing the risk of reoccurrence.
- Ensure that the corrective actions identify strategies the organization intends to implement to reduce the risk of similar events reoccurring in the future. Ensure each recommendation includes responsibility for each action item, timelines, and strategies for measuring its effectiveness.
- Ensure that the Comprehensive System Analysis (CSA) is completed, and corrective actions are identified within 120 calendar days, per AFI 48-107 V1 Ch. 9.
- Facilitate the RCA process to assist the RCA team in developing root causes and corrective actions and assist the RCA team lead. Brief multiple senior leadership levels upon completion of the RCA.
- Report and coordinate Aeromedical Evacuation (AE) ERC and Expeditionary Medical Support (EMEDS) patient safety responsibilities with AFMEDCOM. Develop AE ERC patient safety goals from PMQ-R/Joint Patient Safety Report database (JPSR).
- Assist MTFs and the ERC system with the execution of an effective operational PSP in the aerospace and expeditionary environment. This shall include preparation of an annual summary report highlighting operational PS initiatives, PI projects, training completion, and gap analysis.
- Support AFMS operational and en route care coupled with training materials keyed to foster a workplace-based safety cultural transformation, guided by experts in patient safety at AFMEDCOM in areas of quality, risk management, and compliance oversight.
- Provide continued patient safety education, provide expert level recommendations on corrective actions/process improvements, and share lessons learned throughout AORs.
- Foster a culture of safety and provide patient safety expertise in areas that include patient safety reporting, patient safety goals/initiatives, Comprehensive Systematic Analysis (CSA) and other patient safety investigations.
- Work closely with local AOR leadership, frontline staff, DHA personnel and AFMEDCOM Operational Clinical Quality leadership.
Qualifications/Requirements:
- Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required. Active high-level Security Clearance will be required, and current Clearance is desired.
- Must be eligible for, and maintain, Secure Internet Protocol Router Network (SIPRNet) access to participate in classified discussions related to operational environments (i.e., anti- access/aerial denial and air-sea battle) and readiness-related duties.
- Minimum Education: Bachelor’s degree in a nursing or healthcare-related field. Master’s degree is highly desired.
- Target Experience: 15 years of experience in healthcare is required, including 5 years’ experience in Aeromedical Evacuation (AE) and readiness, in addition to an inpatient or outpatient medical facility is required. 2 years of safety program experience. 1 year experience with performing Root Cause Analysis (RCAs), Proactive Risk Assessment (PRAs), and Performance Improvement (PI), at a healthcare facility level.
- Must possess 5 years of military experience and familiarity with deployed medical environment.
- 2 years’ experience with and complying with the DoD-mandated analysis and patient reporting systems, such as Human Factors Analysis and Classification System (HFACS), Patient Movement Quality Report (PMQ-R), Joint Patient Safety Report (JPSR), or the current system in use, and provide consultation on how the Military Treatment Facility (MTFs) and the En Route Care (ERC) system use these methods to identify system and process issues that could result in harm.
- Proficiency in Microsoft Suite of tools, including Outlook, Word, Excel, and PowerPoint. Basic skills in Microsoft Access, Visual Basic, SQL, relational databases, and visual report design tools.
- Have the ability to communicate effectively with all levels of military and civilian personnel.
