Essential Duties
- Program up to 15 projects annually; update databases; determine execution method; and obtain project approval.
- Prepare DD Form 1391 packages and PACES-based parametric cost estimates with a written basis of estimate (typically within 3–4 weeks of assignment).
- Enter programming requirements in CPP for projects over $5M and support AFCEC Project Authorization Tool (PAT) submissions.
- Support the Work Order Review Board and weekly project information meetings with current data.
- Compile the annual Project Requirements List, advocacy slides, BCAMP/IPL updates, and project validations on AFCAMP timelines.
- Validate requirements with owners, engineers, shops, and stakeholders before programming.
Minimum Qualifications (per PWS)
- Bachelor’s degree in engineering or architecture AND at least 5 years as a facility design engineer or construction project manager; OR
- Minimum of 5 years of DoD/DoW project programming experience including development of programming documents (e.g., DD Form 1391).
Preferred Qualifications
- Experience with NexGen IT, AFCAMP business rules, PACES estimating, and CPP.
- Prior Air Force / Space Force Civil Engineer Squadron support.
- Strong written advocacy products and briefing skills.
