Construction Manager

Key Responsibilities
- Perform inspection and surveillance of difficult and complex construction projects to ensure contractor compliance with approved plans, specifications, and contract requirements.
- Inspect materials, installation, and testing of complex electrical, mechanical, and/or hydraulic structures and systems on major project segments.
- Coordinate with contractor representatives on scheduling, interpretation of plans/specs, work methods, and acceptability of materials/workmanship. Independently resolve unique/unusual problems and conflicts involving interpretation of requirements.
- Review and recommend approval/disapproval of contractor submittals and progress schedules; monitor/evaluate progress, delays, and issues that could impact construction.
- Review cost breakdowns, progress measurement data, material/equipment reports, and field inspection/survey reports to support computation of periodic payments.
- Investigate and report on controversial situations (contract changes, labor issues, weather) that may lead to claims; coordinate with Contracting Officer to correct deficiencies.
- Approve minor plan changes that do not alter basic design or increase government cost; direct discontinuance of work portions when necessary and refer recommendations to higher authority.
- Support QA/QC, documentation, project tracking, technical reviews, regulatory compliance, and status reporting while meeting all PWS performance thresholds.
Minimum Qualifications
- 8+ years of thoroughly documented and relevant experience performing inspection and surveillance of difficult and complex construction projects.
- Demonstrated ability to coordinate with contractors, interpret plans/specs, resolve conflicts, monitor schedules/progress, review submittals/cost data, and support payment processes.
- Ability to plan, organize, and lead others in studies, designs, and construction projects; record and manage processes/documentation; and negotiate effectively with management on proposals involving substantial resources or changes.
- Strong oral and written communication skills; ability to negotiate complex issues and maintain effective working relationships.
- Valid driver’s license; ability to safely operate a vehicle on Dyess AFB (paved and gravel roads).
- U.S. Citizenship required. Must consent to and successfully complete LEADS background check, obtain DoD Confidential clearance and CAC, and have legal authorization to work in the United States.
Preferred Qualifications
- DoD/Air Force or federal construction management/inspection experience on complex facilities or infrastructure projects.
Position Details
3 years Full-time on-site only. Normal duty hours 0730–1630; federal holidays observed; ~1,980 hours/year. Two identical positions available. Must consent to LEADS background check. This position is contingent upon contract award and funding.Compensation & Benefits
